Compliance and engineering documentation: what the file has to contain.
Compliance documentation on a building package is the evidence that the work was designed, approved, installed and tested to what the authorities and the landlord actually signed: approved drawings and permits, landlord and authority NOCs, completion certificates, test and commissioning records, material and fire-rating submittals, as-builts, O&M manuals and a snag register closed to zero. What belongs in a compliance and close-out file?
Do not accept a general promise of authority approvals. The exact file depends on the building's jurisdiction and its landlord, but this is the list to put in the contract and to ask every bidder to evidence. Use the last column to agree who obtains each item before the works start.

Which records does each package produce?

Who obtains the permits and NOCs — the contractor or the consultant?
It depends on the building and it belongs in the contract as a written responsibility matrix, naming who obtains each approval: contractor, consultant, landlord or tenant. On Beavcon packages, landlord, consultant and authority submissions are handled in-house unless the consultant retains them, and that split is fixed in the scope before the offer is issued.
What does a Beavcon handover file contain?
As-built drawings, MEP testing and commissioning records, TAB reports where HVAC was modified, electrical test certificates, approved material and fire-rating submittals, O&M manuals, warranties and the asset register, a snag list closed to zero, photographs of concealed services before closure, and the landlord, Civil Defence and utility records the building requires. Government and corporate clients receive it in the format their asset register needs.
Can I see an example of the documentation before appointing a contractor?
Ask every bidder for a redacted final handover dossier rather than a contents page, plus an authority-approval tracker showing submission, comments, resubmission and closure. What do the ISO certifications actually cover on site?
ISO 9001 covers method statements, material submittals, inspection and test plans and snag closure; ISO 14001 covers waste segregation, licensed disposal and dust and noise control in occupied buildings; ISO 45001 covers permits-to-work, task risk assessments and isolation of live services. The records those systems generate are the same records that make up the close-out file.
