Fit Out Companies in Dubai: What to Check Before You Shortlist One

A tenant or building owner comparing fit out companies in Dubai needs more than a price. Check the licence, the accountable engineer, the written scope and the approval lines before you shortlist.

Fit out companies in Dubai are not all licensed for the same scope, and two quotes that look similar can leave very different risk with the tenant or building owner. Before you shortlist, check what the trade licence actually lists, who the accountable engineer is, and whether the quote separates inclusions, exclusions, allowances, approvals and variations clearly enough to compare. A shortlist built on those checks removes most of the surprises that appear after a fit-out starts.

This guide is for tenants, building owners and consultants who are comparing firms rather than reading a directory. It does not rank companies. It gives you the checks that make quotes comparable and the warning signs that should remove a firm from the list.

How do I choose a fit-out company in Dubai?

Start with the licence, then the engineer, then the scope. The Dubai trade licence states the activities the company may perform. Ask for a copy and read the listed activities against your package. A firm licensed for general building maintenance may not be the right fit for a full commercial fit-out that includes partitions, MEP modifications, firefighting and authority submissions. Confirm the activities cover the trades you are tendering.

Second, ask who the accountable technical person is. A fit-out is an engineering exercise once MEP, firefighting, ceilings and authority submissions are involved. Ask for the technical manager or engineer who will review drawings, materials and execution requirements before installation. Ask whether that person is registered with the Society of Engineers UAE and with the relevant municipality where the project sits. If the answer is vague, the coordination risk stays with you.

Third, look at how the firm documents scope. A credible fit-out company will produce a written scope with inclusions, exclusions and allowances before pricing. If the quote is a lump sum with no scope breakdown, you cannot compare it with another firm, and you cannot hold either firm to a clear position later.

What should a fit-out quote include so I can compare two firms?

A comparable quote separates the commercial structure from the technical scope. Ask each firm to price against the same document set and the same breakdown. The table below is the minimum you should expect in a fit-out quote for a Dubai commercial package.

Quote section What it must show Why it matters
Scope of works Trades included, areas covered, exclusions stated Prevents two firms pricing different assumptions
Inclusions Materials, labour, supervision, consumables, protection Shows what the price actually covers
Exclusions Authority fees, landlord deposits, IT, furniture, loose items Stops hidden additions after award
Allowances Provisional sums for undefined items such as joinery or stone Makes the undefined portion visible
Approvals Which party prepares and submits each authority or landlord application Clarifies who owns the critical path
Programme Start, milestones, completion, working hours assumed Exposes after-hours and access assumptions
Variations How dayworks, omissions and changes are priced and approved Controls cost during the works
Handover Testing, snagging, as-built drawings, warranties, O&M files Defines what “complete” means

Ask both firms to price against the same drawings, the same landlord fit-out guide and the same authority requirements. If one firm assumes after-hours working and the other assumes normal hours, the prices are not comparable. If one includes Civil Defence submission and the other excludes it, the difference is not a saving; it is a risk you have not priced.

What should I ask a fit-out contractor before signing?

Ask the questions that expose whether the firm can operate inside your building, not just whether it can build.

  • Which authority submissions will you prepare, and which will the consultant or client prepare?
  • Who attends the landlord fit-out office and signs the NOC application?
  • What are your assumed working hours, and what is the cost impact if the building restricts noisy works to nights or weekends?
  • How do you protect common areas, lifts and MEP risers during the works?
  • Who is the site-based supervisor, and how often is the technical manager on site?
  • How do you record variations, and what is the approval process before extra cost is incurred?
  • What is in the handover pack: test certificates, as-built drawings, warranties, snag closure records?

A firm that answers these questions in writing is easier to hold to account. A firm that treats them as details to be sorted out later is the one that creates the delay.

Why the licence and the accountable engineer matter more than the brand

Fit out companies in Dubai range from small maintenance firms to multi-trade contractors. The brand or the office location tells you little about whether the firm can legally and technically deliver your package. The licence tells you what the firm may do. The accountable engineer tells you who will check the work before it is installed.

Ask for the licence number and verify the activities. Ask for the technical manager’s registration. Ask which engineer will review the MEP drawings against the landlord’s load allowances and the authority requirements. If the firm cannot name that person, the coordination will fall to you or your consultant, and the programme will absorb it.

Approvals: show them as separate lines, not as a lump

Landlord and authority approvals are the most common source of delay in a Dubai fit-out. The quote should show them as separate lines or as a clear responsibility matrix. Do not accept a single line that says “authority approvals included” without knowing which approvals, who prepares the submissions, who pays the fees and who attends the inspections.

Typical approval touchpoints include the landlord or master-developer fit-out office, Dubai Civil Defence for fire and life safety, DEWA for electrical and water connections, and Dubai Municipality or the relevant free-zone authority depending on the building’s jurisdiction. Requirements vary by authority, free zone, master developer and landlord. Confirm the exact list with the building management and your consultant before you shortlist.

Working inside occupied or after-hours buildings

Many Dubai fit-outs happen inside occupied towers, malls or operating facilities. The constraint is not the construction; it is the building’s rules on noise, dust, deliveries, lift bookings and working hours. Ask each firm how it has handled an occupied building before, and what it will put in the programme.

A firm that has delivered inside an operating tower will already think about goods-lift bookings, protected corridors, MEP riser access and after-hours permits. A firm that has only built on empty shells will learn those constraints on your programme. Ask for a named example of an occupied-building fit-out, and ask what the firm did to keep the building operational.

Warning signs in a fit-out quote

Some quotes are cheap because they leave things out. Watch for these signs.

  • No scope breakdown: a lump sum with no inclusions, exclusions or allowances.
  • No approval responsibility: the quote is silent on who submits to the landlord or authority.
  • No working-hours assumption: the price assumes access that the building may not allow.
  • No variation mechanism: the quote does not say how changes will be priced and approved.
  • No handover definition: testing, snagging and documentation are not listed.
  • No accountable engineer: the firm cannot name the technical person responsible.
  • No occupied-building example: the firm has no relevant constraint to show.

A quote with these gaps is not necessarily dishonest, but it is not comparable, and it is not ready to be shortlisted.

How Beavcon handles this

We treat the shortlist checks as the same discipline we apply to the works. We define scope, exclusions and responsibilities before commencement and document commercial changes, so a client can compare our proposal with another firm on the same basis. The accountable technical manager reviews drawings, materials and execution requirements before installation, and the site supervisor runs the daily coordination with the building.

On the ADNEC Tower floors in Abu Dhabi, the constraint was the same each time: an occupied tower with consultant and authority approvals on the critical path. That is the same set of constraints we plan for on a Dubai office fit-out, a retail unit or a floor plate inside a live building.

If you are shortlisting fit out companies in Dubai, start with the documents. Send the same drawing set, the same landlord fit-out guide and the same question list to each firm. Then compare the answers, not just the totals. For a deeper check before tendering, read how to prequalify a building contractor in Dubai and what a commercial fit-out contractor actually coordinates.

When your scope is ready, upload the pack through BuildScope and we will respond with a qualified technical-commercial proposal within 48 hours for standard packages, or request a site visit if the building constraints need to be walked first.

FAQ

Questions this guide answers.

Check that the listed activities cover the trades in your package, such as partitions, MEP modifications, firefighting and authority submissions. A firm licensed for general maintenance may not be licensed for a full commercial fit-out. Ask for the licence number and verify the activities against your scope.

The accountable engineer is the person who reviews drawings, materials and execution requirements before installation. Ask whether the technical manager is registered with the Society of Engineers UAE and the relevant municipality. If the firm cannot name that person, the coordination risk stays with you.

Both quotes must price the same drawings, the same landlord fit-out guide and the same authority requirements. Each quote should separate inclusions, exclusions, allowances, approvals, programme, variations and handover. If one firm assumes after-hours working and the other does not, the prices are not comparable.

Yes. The quote should show which approvals are included, who prepares the submissions, who pays the fees and who attends the inspections. Requirements vary by authority, free zone, master developer and landlord, so confirm the exact list with the building management and your consultant.

Watch for a lump sum with no scope breakdown, silence on approval responsibility, no working-hours assumption, no variation mechanism, no handover definition and no accountable engineer. A quote with these gaps is not comparable and is not ready to be shortlisted.
